For orders under $2,500:
  • Prepare a Statement of Work and place the order directly with Bart_Phillips@pbsenv.com for the services that best meet your needs.

For orders over $2,500:
  • Prepare a request for Proposals/Quotes.
  • Send the request for Proposals/Quotes to PBS Engineering and Environmental and a minimum of two other GSA pre-qualified contractors.
  • Review and evaluate Proposals/Quotes returned within a timely manner.
  • Select a “Best-Value” contractor to receive the order. Your Contracting Officer will issue a contract directed to the selected contractor using their GSA contract number.
GSA is not involved in the procurement process unless you need assistance.
