Klineline Bridge

The Klineline Bridge project included a major bridge replacement on a busy section of Highway 99 in Clark County, Washington. The work involved an intricate set of parameters including permitting, right-of-way agreements, streambed redesign, structural work, utility relocation and coordination, and roadway realignment.

HDJ (now a division of PBS) provided roadway, landscape architecture, traffic, safety improvements, access management, stormwater facility design, utility coordination, and general management services on the project. Local utility purveyors were contracted to design upgrades to their existing systems. HDJ also provided construction inspectors and construction management support.

PBS was hired to lead the permitting effort for the bridge replacement. PBS worked with engineers to design the new stream channel to enhance fish passage and to meet the requirements of regulatory agencies. PBS delineated wetlands in the project area, prepared a wetland delineation report for county and federal regulatory agencies, assisted the County with locating suitable sites for mitigating impacts to wetlands and riparian habitat, and worked with the landscape architect to prepare a wetland mitigation plan.

PBS also prepared and amended a biological assessment (BA) to address potential impacts to ESA-listed fish species in Salmon Creek. Because federal funding from Federal Highway Authority (FHWA) was being administered by Washington State Department of Transportation (WSDOT), the BA was prepared according to WSDOT standards.
