18th Street Corridor Study and Design: Segment 2

Leveraging our close relationships with the City of Vancouver, WSDOT, and other key stakeholders, the PBS team was able to obtain a unanimous consensus on a preferred alternative, which aligned with overall National Environmental Policy Act (NEPA) permitting and corridor multi-modal access goals.

Having previous experience along this corridor, the PBS team was poised to dive into this next segment of corridor improvements. This is the second of six segments along the NE 18th Street corridor to be studied and designed. The project entails a new roadway extension between NE 97th Avenue and NE 107th Avenue, west of and connecting to the recently constructed I-205 and NE 18th Street Interchange. The improvements accommodate increased development, access to I-205, and a need for multi-modal east-west connection.

The city selected the PBS team to provide design and traffic engineering, environmental process, public involvement process, and other related professional services for these corridor improvements. However, during the initial phase of the project, PBS supported the city through a robust public involvement process and alternatives analysis study to determine the ideal solution to best provide access for the community. During this phase, it was important to have a preferred alternative supported by the community, but also one which aligned with the corridor Environmental Impact Statement and would be permittable through NEPA.

Following completion of the corridor study and alternatives analysis, the team moved forward with design engineering services, including review of preliminary designs, structural engineering, development of final right-of-way plans, and final plans, specifications, and estimates (PS&E). Additional services include environmental permitting, NEPA documentation, public involvement process, agency coordination, and design services during construction. The PBS structural team also provided structural engineering support for the design of retaining walls along the corridor.
