Everett Community College Site Remediation

PBS worked with the Washington Division of Engineering and Architectural Services (E&AS) and Everett Community College to remediate a former service station that the College had purchased as part of the campus master plan. PBS initially provided regulated materials surveys of structures that were subsequently abated and demolished. Concurrently, PBS provided Phase I and Phase II Environmental Site Assessments.

The project presented unique challenges, as the property was not purchased by the College until well after PBS began investigations. PBS provided thorough review of the previous owner’s documentation related to petroleum contamination on the property and consulted with the Washington Department of Ecology (DOE) regarding cleanup approach.

Following initial evaluation of proposed cleanup approach, PBS conducted a thorough remediation assessment, including detailed analysis of contaminants present well below grade and development of a thorough written report to be submitted to the Department of Ecology (DOE) for evaluation. In addition, PBS oversaw the removal of abandoned vapor extraction piping and provided protection of existing groundwater monitoring wells prior to construction of a parking lot over the entire site.

PBS successfully coordinated subcontractors to lower monitoring wells prior to excavation and paving, permanently decommission a select few, then locate and raise certain wells to the finished parking lot grade. PBS has completed the procurement via public bid and execution of two chemical injection contracts to expedite oxygenation of the contaminants below grade.

As with previous efforts on the subject property, PBS coordinated our varied sectors of expertise to provide a coordinated service to the College. PBS coordinated with DOE relative to obtaining “No Further Action” status and developed construction documents to govern any remediation required during development of the property. By using our sound project management skills, PBS provided coordinated, accurate, and professional consulting over a wide range of service areas—industrial hygiene, groundwater sampling/assessment, monitoring well decommissioning and restoration, hydro-geological analysis, coordination with regulatory agencies, contract document development, and construction administration.
