Vancouver Waterfront Redevelopment

This $1.5-billion project will transform the southernmost portion of downtown Vancouver along the Columbia River to 32 acres of park, residential, and commercial space. The urban design maximizes views of the river and creates a waterfront amenity for people who live, work, and shop in the area. PBS and HDJ (a Division of PBS) have worked on this project since the conceptual stage. Our team provided estimates to the developer for the overall development of the project and provided critical information on the level of infrastructure that would be required to support full build-out of the waterfront site.


PBS staff provided civil/transportation engineering services to support the team and project all the way through the Master Plan and Preliminary Plat Approval. This included all preliminary street design, stormwater, water, sanitary sewer gravity lines and pump station, site grading, and waterfront grading. HDJ also provided extensive coordination support with all departments of the City, WSDOT, and the Port of Vancouver.

PBS completed geotechnical, environmental, and civil services for the project’s infrastructure, including roads, utilities, wet well/pump stations, and building foundations on seven of the development’s blocks. Challenges included deep fill material containing wood chips and organic layers with a shallow groundwater level. A significant design aspect was the design of pavements for the site, which included asphalt concrete (AC), portland cement concrete (PCC), and concrete pavers. Ongoing consulting is being provided related to construction, feasibility, cost analysis, and seismic evaluations. Environmental services included site-wide environmental characterization, feasibility evaluation, and construction observation.

PBS is currently providing civil engineering, geotechnical engineering, and construction observation services for the development of individual blocks.
