Grant Warehouse

Location: Oregon

The Grant Warehouse site on NE Martin Luther King Jr. Boulevard was used for a variety of commercial and industrial applications, including ferrous metal extraction. An Environmental Protection Agency (EPA) Time-Critical Removal Action found significant heavy metals contamination, PCBs, and polyaromatic hydrocarbons (PAHs). Asbestos, contaminated dust, known underground storage tanks (USTs) and other on-site structures required removal, so that the building could be safely demolished and the site redeveloped. Immediately adjoining a residential area, there was a high degree of sensitivity to conducting the work in a manner that was protective of the neighborhood. PBS’ role was to ensure the completeness and compliance of this remediation project on behalf of Portland Development Commission. PBS prepared a Health and Safety Plan, Sampling and Analysis Plan, and an EPA Brownfields Quality Assurance Project Plan (QAPP) approved by the Department of Environmental Quality (DEQ) and EPA.
