Mint Farm Power Plant

Location: Washington

PBS was retained to complete a comprehensive design upgrade that addressed stormwater conveyance/detention/treatment and hazardous material (primarily oil) spill containment at an existing natural gas power plant facility.

PBS provided a schematic design to submit to the City of Longview (City) for a pre-application conference; prepared a complete set of construction plans, stormwater technical information report, and industrial discharge engineering report; permitted the project to meet the local ordinances of the City and industrial stormwater discharge National Pollutant Discharge Elimination System (NPDES) requirements imposed by the Washington Department of Ecology; bid phase support; construction monitoring; and prepared as-built drawings for submittal to the City.

Special considerations were made to account for observed settlement on-site beneath concrete surfaces, high groundwater issues (both in subsurface structure design and construction), the presence of unknown underground utilities discovered during construction, and ensuring the final design conformed to Spill Prevention Control and Countermeasure (SPCC) and NPDES regulations.
